COST PLANNING, MANAGEMENT & CONTROL
Cost planning enables decisions on various design alternatives to be made with actual costs being constantly monitored against original budgets. Our knowledge and experience gives us the platform from which we can impose strict financial disciplines on your project. Throughout the development we continuously update and revise our analysis so that costs are always controlled. The principle that the client is always looking for “value for money” is the area in which the benefits of employing our services can really be found.
We manage and control your financial investments and risks at each stage of the project by offering careful cost advice, cost planning and cost control as the project moves along, to ensure the project is completed within time and on budget.
We act in liaison with architects, consulting engineers and contractors to safeguard the client’s interest. They are independent experts who operate in a specialised area of the construction industry.
PROPERTY DEVELOPMENT ADVICE
A building should meet the functional, dimensional and technological requirements for which it was designed, should be aesthetically pleasing and meet the cost limits of the client’s budget. We are able to provide pre-design feasibility studies involving technical and/or economic investigations thereby enabling a client to decide whether, and in what form, to proceed. We will ensure that your project is thoroughly analysed to ensure we come up with the most effective and efficient plan to move forward successfully.
FINANCIAL CONTROL OVER CONTRACTS, VALUATION OF WORK IN PROGRESS, CASH FLOW BUDGETS, FINAL ACCOUNT IN RESPECT OF THE CONTRACT
Our duty is essentially one of cost control. We measure and value work in progress, determine the value of variations ordered by the architect or engineer and ensure that a fair and equitable settlement of the cost of the project is reached in accordance with the contract conditions. In conjunction with the architect and other consultants we will ensure that the financial provisions of the contract are properly interpreted and applied. We ensure through a seamless, tried and tested process that costs are controlled. We provide ongoing, accurate, up to date reporting through our state-of-the-art reporting and software programmes.
ADVICE ON TENDERING PROCEDURES & CONTRACTUAL ARRANGEMENTS
The choice of an appropriate form of contract for any given project will depend on the nature of the project, the circumstances under which the work is to be carried out and the particular needs of the client. In collaboration with architects, we are able to advise clients on the most advantageous procurement methods available, including: Contracts incorporating bills of quantities, provisional bills of quantities and schedules of rates. While bills of quantities are generally regarded as the best and the most economical method of obtaining a competitive price, the alternative methods and types of tender documentation available need to be carefully examined in consultation.
ACT IN DISPUTES
Our knowledge and expertise in the fields of costs and contracts equips us to prepare valuations for fire insurance, to advise in the settlement of insurance claims and to be called as expert witnesses or act as arbitrators in any court or arbitration on building disputes.
It is crucial for early appointment of the Project Leader, at the concept stage. This is an essential pre-control measure which ultimately is advantageous to the Client. Our skills and experience as Project Leader enable us to guide and serve the Client’s interests at this stage by overseeing the following:
- Project resourcing in terms of the Project Professional Team
- Design efficiency guidance
- Project cost interrogation
- Establishing control processes for the project duration . As Project Manager from concept stage, we set the project path to success.
Crane integrates Program Management in parallel with its Project Management (PM) service, thereby ensuring the Client benefits from effective, efficient and innovative project delivery. Crane’s Program Managers work to secure the Client’s objectives through the project life cycle inclusive of planning, design, procurement, construction and commissioning, with the objective of providing standardized technical and management expertise on each project. Crane Program Management focuses on Client participation to identify key issues that can affect elemental completion, and indeed the end result. Crane recognizes that the scope of services to be provided by our Program Management is dependent upon the needs, capabilities, and resources of the Client’s organisation and the specific challenges of their program or project. Crane together with the Client, through constructive engagement, develop a final scope of services to support the delivery program of the project. Development of a program budget evolves from this scope and is a key stage in the detailed planning of the project. In addition, we embrace macro stakeholders at all times, to ensure the program is developed and managed to achieve the best possible outcomes for all. Crane’s application of pre-control measures to expected program timelines, is a most critical springboard for successful program planning, management and final delivery. Crane resources, and directs the professional program team, which is critical to successful project delivery.
CONSTRUCTION CONTRACTS LAW
We have an in-depth understanding of issues pertaining to construction and engineering. Our services include the following: – Advice on Standard Form Contracts (including FIDIC, NEC, JBCC and other standard forms recommended for use by the Construction Industry Development Board and the Built Environment professions) – Drafting of project specific contracts – Advice on applicable legislation, including the Construction Regulations 2003, the Built Environment professions legislation and regulations and the Construction Industry Development Board legislation and regulations – Construction and engineering sector mergers, acquisitions and disposals, and due diligence – Construction and engineering claims, and dispute resolution – Development leases – Advice on environmental impact assessments, water, waste and rehabilitation in construction, and appeals and reviews of decisions of environmental authorities – Advice on local zoning requirements and developmental legislation and appeals to decisions on developmental, town planning and zoning matters
Our understanding of Construction Contract Laws allows us, by an experienced resource, to protect the Client’s interests by ensuring the Main Contractor remains compliant with their contractual obligations. The absence of a Contracts Manager can lead to costly consequences for the Client.
